City Council to vote on Early Notification System on May 2

The New Orleans City Council just released the agenda for its April 18 meeting. The zoning code text changes to implement the City Planning Commission’s Neighborhood Participation Program (NPP) are on the agenda, but the full NPP is not. Based on that and conversations with City Council staff, we are confident that the NPP will be deferred from the April 18 meeting to the May 2 meeting.

City Planning’s Neighborhood Participation Program (NPP) will create the Early Notification System (ENS), which is a key component of the NOLA CPP Model. The ENS and NPP provides early notice of land use and zoning applications to nearby residents and neighborhoods. It also requires that developers hold a meeting to discuss the proposed development and invite neighborhoods and residents. This will be a significant step forward for the City Planning Commission and the New Orleans Citizen Participation Project.
